A beloved Duke is dead; his three children to vie for control. Each sibling is backed by a different faction within the city: merchants, military, and scholars. As tensions rise and the city teeters on the brink of civil unrest, rumors spread that one of the siblings is a bastard and murdered the Duke. To make matters worse, a foreign power seeks to exploit the chaos. A woman approaches the PCs and claims to represent one of the factions. She believes outsiders can navigate the political minefield more safely than local agents.
